I am not sure what powder they use Trapperjohn but have you tried loading some up with 27.0grs of H4895 ?
I know that load will get you there or just about there.

You can even go up to 28.5grs of H4895 but that is a damn hot load.

TJ,
I've been loading a 35 gr berger with 29.1 grs Varget at 4010 FPS with no signs of high pressure. This is a max load, but I think I'll add a bit more and watch for pressure signs. This is a very accurate load, but I've been reading you should be using at least a 39 or 40 gr for long distance shooting, the 32's just can't buck the wind at longer ranges. I'm still new to the 204 so I don't know, ask me after my June PD trip. I plan on putting the 204 to the test against my 6br and my 8 twist 22-250.

This info is for 39 and 40 gr bullets. 28grd of H4895 will get you very close to 3900 with a 39gr SBK. This is a great PD load, very temp stable

Trapperjohn,I read an article on the 204 Ruger right Hornady developed it. Hornady said, That used a blended powder. The blended power is not available to reloaders. It is a Hornady prepriorty powder. GOOD SHOOTING Willie
